Vien organized the ‘535’ campaign to ensure that at least 35% of the state’s cap and trade funds were spent in disadvantaged communities to combat climate change. Coming out of the ‘No on 23’ campaign, Vien organized environmental justice organizations to build their political power. Her campaign used this power to reorganize how money was spent on climate change issues. Resistance washed away as Vien and the other organizers moved to answer questions and build support from one time opponents. The campaign was victorious and was a turning point for environmental justice groups in Sacramento.
